Ana María Calderón Boy: ‘Secrecy persists in the second draft of the CICIH’

Former MACCIH spokesperson Ana María Calderón Boy questions the lack of transparency in the content of the second draft of the agreement.

Ana María Calderón Boy, former spokesperson for the Mission to Support the Fight against Corruption and Impunity in Honduras (MACCIH) , expressed her concern in an interview with tunota.com about the lack of transparency in the process for the installation of the International Commission Against Corruption and Impunity in Honduras (CICIH) .

According to Calderón, although the second draft of the agreement was delivered to UN Secretary General Antonio Guterres , the content of the project continues to be handled with a high degree of secrecy.

“The secrecy surrounding the content of the project still persists,” said Calderón Boy, stressing that what has been presented so far is only a government proposal.

“It does not mean that the UN will accept all of its content,” he warned, hoping that the UN will accept this new draft and that steps will be taken to establish the CICIH.

The new proposal

One of the aspects that most attracts Calderón Boy’s attention is that the new proposal is based on an initiative presented by Congresswoman Xiomara Zelaya Castro , daughter of President Xiomara Castro .

Calderón noted that this proposal has several weaknesses, one of the most worrying being the role of the Attorney General in the process.

An international treaty still pending

The former spokesperson for MACCIH also pointed out that the actual establishment of the CICIH will only be possible when an international treaty formalizing its existence is signed.

To date, this has not happened, and according to Calderón, communications between the Honduran government and the UN are limited to the “delivery” of drafts.

Meanwhile, Luis Javier Santos, coordinator of the Special Prosecutor’s Unit Against Corruption Networks (UFERCO), expressed his hope that this new step will contribute to strengthening the fight against corruption in Honduras.

However, he warned that “until the draft agreement is made public, doubts will persist among the population about the true mission that is sought to be established with the CICIH.”

The CICIH

The Honduran government, through Foreign Minister Eduardo Enrique Reina, described the delivery of the second draft as a significant step in strengthening the fight against corruption.

According to the official statement from the Honduran Foreign Ministry, the document guarantees the independence and autonomy of the CICIH, allowing it to function as a private prosecutor in the corresponding judicial processes, with the aim of ensuring that it acts impartially and without external interference.

This second draft, according to the Ministry of Foreign Affairs, incorporates observations from both the Government of Honduras and the UN, and takes up elements discussed in the first version presented in September 2023.

President Xiomara Castro reaffirmed that the CICIH will have the necessary legal guarantees, including immunities and the cooperation of the Attorney General’s Office, to fulfill its mission of investigating and prosecuting high-impact corruption cases.

However, for critics such as Ana María Calderón Boy, the process remains shrouded in doubt and lack of clarity, which creates uncertainty about the future of the fight against corruption in Honduras.
