Government approves direct purchases for the IHTT

The authorization of direct purchases comes after the IHTT was hit by a cyber attack that disrupted services.

After authorizing direct purchases for the Ministry of Defense , headed by presidential candidate Rixi Moncada , the government of President Xiomara Castro also gave the green light to the Honduran Institute of Land Transportation (IHTT) for purchases without bidding.

Last weekend , the executive decree PCM 32-2024 declaring a state of emergency in the IHTT was published in the official newspaper La Gaceta, in its edition 36,673.

This action comes after the IHTT was the target of a cyber attack that caused the interruption of services, resulting in the loss of at least 25 million lempiras.

The IHTT’s president commissioner, Rafael Barahona, is authorized to contract firewall, server, computer, and document management services, among others, for an amount of 20 million lempiras.

Of those 20 million, more than 11 million lempiras will be used to purchase computer equipment and the rest – more than 8 million – will be used for computer applications.

Decree

The decree establishes “the urgent need to strengthen cybersecurity policies, update and properly maintain technological infrastructure and adopt measures to address emerging cyber threats.”

On October 25, the government gave the legal authority to authorize, award and sign contracts related to the acquisition of goods, services, works, design and consultancies to the Secretary of Defense, Rixi Moncada.

For this reason, the government has been the target of criticism because when they were in opposition they questioned direct purchases; however, today they argue that these are legal.
