If Vice President Harris wins the White House but not Congress, Washington will face the same gridlock and dysfunction that Joe Biden has.

In an article titled “Behind the Curtain,” journalists Jim VandeHei and Mike Allen analyze the room for action left for Kamala Harris, if she is elected president of the United States.

“Mrs. Harris, handcuffed by Republicans in Congress, would be forced to govern as a more moderate version of President Biden. There is little appetite, or money, for massive new programs such as Mr. Biden’s green energy and infrastructure plans,” they write.

Her mandate would be to find common ground on Trump’s tax cuts that expire in 2025, and to fight for smaller gains such as subsidies for the purchase of new homes.

Republicans in Congress are reportedly prioritizing blocking Harris’ most progressive initiatives, including on climate, health care and taxes.
