Accusation of the Public Prosecutor’s Office
The accused had been arrested by the Directorate for the Fight against Drug Trafficking (DLCN) on October 20 after carrying out 13 home raids in Santa Bárbara and Cortés against the drug trafficking criminal structure led by Orlando Enrique Andino Rivera alias “El Negro Volqueta” (fugitive from justice).
The file in charge of DLCN detectives indicates that since 2020, this criminal structure led by Orlando Enrique Andino River , alias “El Negro Volqueta ” and other members who are dedicated to drug trafficking in Santa Bárbara and surrounding municipalities, has been investigated, for which they plan the transportation, purchase, sale and distribution of drugs.
As part of the actions to affect this criminal structure, the DLCN has carried out two events prior to this operation where other members of this organization were captured and cocaine and marijuana were seized from them ; in addition to identifying contract killings ordered by the leader.
According to the Public Ministry , the detainees had a direct relationship with the leader of the criminal group and with those close to him, where they informed him of operations that were going to be carried out in the area where they operate, even in the case of the military they identified members of opposing gangs who were an obstacle for the “Negro Volqueta” and that information was provided to the detective to generate cases and arrests against those people.
