The woman said she met Monsalve at a Peruvian restaurant after having arranged the meeting through the Signal messaging app. During dinner, they both consumed alcohol, specifically three pisco sours, and the victim said she lost consciousness after having taken half of the last drink.

When she woke up, she found herself in a hotel room registered to Monsalve, who was there without any clothes. The complainant recalled that “this scene paralyzed me and I couldn’t do anything ,” which underlines the seriousness of the situation.

What has Antonia Orellana said about the Monsalve case?

Antonia Orellana has been clear in her position, stating that it is not appropriate for an authority to communicate directly with a complainant in these cases, as it could be interpreted as a form of pressure. “First, it is not appropriate for an authority to call a complainant, especially one who is reporting another authority of the same government ,” she explained.

What legal actions are being taken?

The investigation is being conducted by the North Central Prosecutor’s Office, which has confirmed that both completed and ongoing investigations are being carried out.

The former official has expressed her desire to defend herself and prove her innocence, saying that she is “absolutely convinced” that she did not commit any crime. This situation has sparked a public debate about the responsibility of public officials and the importance of providing support to victims of sexual violence.
